If you are a member of Sam's Club or Costco, you already understand the concept of collective buying power. Those organizations leverage their large membership base to negotiate rock-bottom prices from manufacturers and vendors.

The same idea can be applied to electricity. In this case, it's called "aggregation." It can only be performed by a registered Aggregator, who by law cannot sell or take title to electricity. It can only negotiate terms and prices for electricity, on behalf of its customers.

As an Aggregator, PUB can collectively negotiate electric rates for blocks of commercial or residential consumers. In fact, we recently performed this service for a group of commercial customers in Houston, saving them two and a half million dollars in just one year.

Aggregation: All or Nothing

Aggregation only works in an "all or nothing" offering. This requires that the contract for each customer in the group be executed at the exact same time. If this can't be done, the aggregation group fails.

Aggregation is not for everyone. For residential customers, the groups need to be very large to produce significant savings — on the order of five to six hundred residential accounts, which is cumulatively about one megawatt.

To be part of PUB's aggregation pools, you will be required to grant us a limited power of attorney, allowing us to negotiate and execute an electricity contract on your behalf. PUB does not commit our customers to more than 36 months on any contract, and we continuously monitor the electricity market. If the contracted retail electric provider begins to have problems, we will switch you to another provider to maintain your service at the lowest possible rate.
